Dialogue series on the Warsaw Low Emission Zone – in progress

Improving air quality is a widely shared goal, yet the introduction of Clean Transport Zones (CTZs) in Polish cities has triggered public concern and, at times, social tension. In Warsaw, residents have expressed a range of perspectives — from support for reducing vehicle emissions, to worries about economic exclusion and mobility barriers for lower-income groups.

To support constructive public dialogue on this issue, we have launched a series of eight structured community dialogues with residents of Warsaw and surrounding areas. The purpose is to:

  • Create a safe and inclusive space for residents to share how they experience the impact of CTZs,

  • Foster mutual understanding between people with diverse views and life circumstances,

  • Identify key communication gaps and public concerns that the city authorities should address.

Each dialogue is professionally facilitated, and participant voices are documented. The insights gathered will be synthesized in a report outlining communication needs and recommendations for inclusive policy dialogue.

The project is financed through a grant from the Clean Air Fund.
